Item returned to vendor 2 weeks ago and no refund made. After escalating to PayPal, vendor states I should keep item (vendor already has this item back up for resale). Poor communication, will ask PayPal to chargeback vendor for full amount

Not true at all - IF we got it back, we refund the same or next day. Email us 1st instead of this route may be a little wiser....
